After a busy few weeks of arrivals in Dingwall, the signing of Michee Efete tonight would appear to conclude Ross County's winter window business.
Rangers director of recruitment Nils Koppen: “Oscar [Cortes] had been on our radar for a long time and was one of the best performers at the South American Under-20 Championship.
"He quickly became an important player for Millonarios in the Copa Libertadores and made the move to Europe.
“Through good contacts, further analysis and our belief in his talent, we are pleased to seize this moment to sign him.
“With his pace, goal threat and technical level he will give us more options on the wing and working with our manager we believe we can take his development to the next level.”
Rangers manager Philippe Clement on new recruit Oscar Cortes: “I am really delighted to add Oscar to our squad.
“Our discussions have been really positive, and I believe he will be a big asset to the squad as we fight across three fronts for the remainder of this season.
“Oscar is really enthusiastic about our aims and ambitions as a team, and his skillset will provide welcome competition to our forward line.”
New Rangers winger Oscar Cortes: “I'm very honoured and privileged to be signing for Rangers.
“I have heard a lot about the history and tradition of Rangers, and I have had positive conversations with the manager who said I can help the team reach their goals this season.
“I am really excited to join up with my teammates and hopefully I can excite the fans with my style of play.”
Rangers have signed Lens winger Oscar Cortes on loan until the end of the season, with an option to buy.
The 20-year-old joined the Ligue 1 club for a reported £4m last summer from Colombian outfit Millanarios but has since made only made four appearances, scoring once against Reims.
He made his international debut in June, coming off the bench when Colombia took on Iraq.

Ross County have signed defender Michee Efete on a deal until the end of the season.
The 26-year-old Norwich City academy graduate left Grimsby Town in recent days.
He has also been capped for Congo at U20 level.

Dundee's transfer window business would appear to have concluded with the arrival of goalie Jon McCracken on loan from Norwich City earlier today.
That takes their recruitment drive for this window to six players, a tally that doesn't include the much lauded return of Liverpool loanee Owen Beck.
When asked at his press conference this afternoon if there were going to be any new signings before tonight's deadline, manager Tony Docherty said: "No, that would be us, I'm really happy with the squad we have assembled at the moment.
"That competition for places is so important if you are going to achieve anything, you achieve it as a squad and I think we have got a strong, robust squad and it makes you look forward to the business end of the season."
"I'm really, really happy with the January window that we have had, I think we are coming out of the window a lot stronger than when we went in to it, and I felt we were strong going in to it."
