It's astonishing. Vettel is on a soft tyre and Leclerc is on the medium. There's three-four tenths [in Vettel's favour]. Leclerc has just absolutely destroyed him this year.
As Jolyon said, it doesn't make sense as he is trying.
There are major question marks over what on earth's happened to Vettel this year.

I know he's leaving the team and maybe his mojo's not quite there, but it seems like he's trying.
Both Renault's - Esteban Ocon and Daniel Ricciardo - are out in Q2.
Sebastian Vettel, Antonio Giovinazzi and Sergio Perez join them.

The pressure is on Daniel Ricciardo and Alex Albon who are yet to set a time.
There are fist bumps in Perez's garage. Not sure why.
Perez trundles around the track and then comes straight back in.
He'll be starting from the back tomorrow regardless because of his engine issues.

Perez is going out! Why are they doing this? I can't see any benefit. You're guaranteeing Perez has to start on a used tyre.
There are tactics at play here with some drivers opting for the softs and other the mediums. It's all about the strategy for tomorrow's race.
Sergio Perez, somewhat surprisingly, does emerge from the pits.
Every car is in the garage now. Five minutes to go.
"The tyres completely dropped off at the end. What the hell?"
Daniel Ricciardo is the latest driver to have a lap chalked off. He's in danger too and like Perez and Albon has not set a time.

Perez is still in the pits of course because he's going to start from the back of the grid. He won't take part in Q2.
Max Verstappen is off the pace on his first effort, outdone by his team-mate Alex Albon.
Just as a write that, Albon's time is cancelled for exceeding track limits.
Both Red Bull's will need to improve.
