Djokovic doesn't give free points away, but he's done it in bad bursts.
On the time fault, it's the rules. Some of the players feel the umpires say something for the sake of saying something.

Pantomime jeers as Djokovic gets a slap on the wrists for taking too long on his serve.
"Oh no I didn't," says the Serb. "Oh yes you did," umpire Damien Dumusois responds.
He did. And then he does it again!
Djokovic glares at the man on the chair as he walks past, tapping on his seat with an ironic congratulations.

Sarah Alonze: Looks like Novak has lost his head a bit this set. But one of the most annoying (if you’re not a fan) and admirable traits he has is making a comeback. Tantrums, roaring, shirt ripping and all
Djokovic 6-4 3-4 Thiem*
Just long again from the Austrian. Deuce.

I can tell you one thing the ones who support Novak Djokovic are the loudest. I'm not a fan of Djokovic, Rafael Nadal nor Roger Federer. My all-time favourite is Pete Sampras.
