HS2 'could be delivered under budget,' says Patrick McLoughlin

HS2 could be delivered under its £42bn budget, says Transport Secretary Patrick McLoughlin.

The government is publishing a report justifying the cost of the project.

Mr McLoughlin told BBC Breakfast: "I hope very much it comes below that budget, not above it."
