'Victimised' by TV licence system

MPs are due to discuss plans to give ministers powers to decriminalise non-payment of the TV licence fee.

The idea, which is believed to be supported by both the Conservatives and Labour, could make non-payment a civil rather than criminal offence.

Marcus Greenhouse from Walsall told the BBC that he found himself in court when he forgot to pay his TV licence during a period of depression after his wife's death.

He said that he paid in full when asked to do so and was assured he would face no further action - but he then received a summons and felt "victimised".
