Mental health proposals: 'Patients and families must be heard'

Proposals to give more rights to people with learning disabilities, autism and mental health conditions are to be unveiled by the government.

Care Minister Norman Lamb said the changes would put people in charge of their care, and promote community support as an alternative to hospital.

Gavin Harding co-wrote the government paper. In 2011, he became the first councillor with a learning disability to be elected to Selby Town Council and is the town's deputy mayor.

He says people with experience of learning disabilities must be involved in the decision-making process.
