Prevention 'primary police focus' says chief inspector

Police should focus more on preventing crime than catching criminals, the new chief inspector of constabulary for England and Wales has said.

Tom Winsor, who took up the role in 2012, is outlining his vision for policing in a speech to the Royal United Services Institute.

He will say a greater focus on targeting would-be offenders and potential crime hotspots will save money and mean fewer victims.

But he insists that this emphasis does not mean diverting police away from catching criminals.
