Prison perks 'shouldn't be a given' - Chris Grayling

Justice secretary Chris Grayling has defended government plans to toughen the rules around prison privileges in England and Wales.

Changes to the Incentives and Earned Privileges scheme will mean male inmates must "actively earn privileges", such as access to television and the right to wear their own clothes, rather than receive them by default through an absence of bad behaviour.

Access to subscription satellite and cable channels and 18-certificate films, which Mr Grayling described as "indefensible", will be banned entirely.
