Vulnerable children in Birmingham 'not consistently safe'

The head of children's services in Birmingham, Peter Hay, has admitted that vulnerable children in the city are "not consistently safe".

He made the admission after the publication of a report which sharply criticised failings in the care of children in the city.

The council has been given a final warning by the government to improve.
