Ministers 'failing' on learning disability care pledge

Ministers are accused of failing to honour a promise to move patients with learning disabilities out of institutions and into community care.

The government made the pledge after the Winterbourne View scandal in 2011, when it emerged that vulnerable patients were the victims of serious abuse.

The National Audit Office says it has failed to stick to its word.
