Storm Desmond: 'This is beyond the resources of a small community"

Many people are still unable to return to their homes in Cumbria and Lancashire, two days after Storm Desmond dumped record amounts of rain in parts of the north west of England.

One of the worst affected areas was the Cumbrian village of Appleby, where the banks of the River Eden burst.
