Surrey Police firearms licensing had 'systematic failings'

Surrey Police officers and staff "have a case to answer" after the shootings of a mother and daughter at a puppy farm near Farnham in 2014, the Independent Police Complaints Commission (IPCC) has found.

Staff were rebuked for returning shotguns to John Lowe, who later murdered Christine and Lucy Lee.

The IPCC associate commissioner Tom Milsom says there are "lessons to be learned nationally" for police forces over the issuing of firearms licences.
