Referendum questions: Strathclyde on Lords and Europe

Lord Strathclyde said it would cost 80m for a referendum over reform of the House of Lords, but all three of the main-parties had already backed changes in their manifestos at the last general election.

But the Conservative leader of the House of Lords said Britain was "closer to a referendum than we were" over the UK's role in Europe but it was not yet clear what any vote would be about.
