Welfare cap, winter fuel payments and English lessons
George Osborne has announced a cap on welfare spending, excluding pensions, as part of the Spending Review.
Other changes included the ending of winter fuel payments for those living in hot countries, plus claimants who cannot speak English will have to take lessons or face cuts in their benefits.
