Strike threat to Chris Grayling's probation plans

The National Association of Probation Officers is to ballot for industrial action over the justice secretary's plans to allow charities and private companies to carry out some of their work, with payment by results.

The Ministry of Justice said Chris Grayling's reforms were necessary to break a cycle of re-offending.
