Offender supervision may increase reoffending rates

The government is to announce that all offenders in England and Wales will be supervised for at least 12 months after leaving prison.

The Justice secretary Chris Grayling is to set out details of his plans for expanding support to offenders later.

Under the scheme private companies and charities which help offenders not to reoffend will be paid by results. But high risk offenders will continue to be monitored by the Probation Service.

Liz Calderbank, the Chief Inspector of Probation, said the initiative could result in an increase in the prison population if people were returned to prison having breached their licences.
