Tory conference: Javid on TV licence and public money
In a speech to Conservative conference, the culture secretary said National Lottery funding had protected "most budgets" despite cuts in taxpayer funding.
Sajid Javid said he was challenging the BBC "to do more with less", and told his party that he was reviewing sending non-payers of the TV licence to jail.
He told the Birmingham conference that his party "respects and rewards hard work" while Labour encouraged a "culture of dependency".
