Autumn Statement: Ed Balls claims Osborne's borrowing targets 'in tatters'
George Osborne's pledge to balance the books in the current parliament is "in tatters", the shadow chancellor has claimed.
Speaking after receiving the Office of Budget Responsibility's (OBR) forecasts, which featured in the chancellor's Autumn Statement, Ed Balls said borrowing had been revised up.
"Every target missed, every test failed, every promise broken", he told MPs.
