Benefit changes: The likely winners and losers

The chancellor's plans to freeze benefits and cut billions from tax credits and other welfare payments announced in the Budget will affect millions of people both in and out of work.

For the first time tax credits and family benefits under Universal Credit will be limited to the first two children only.

But George Osborne said decisions about the changes had been "fair and balanced" and that the whole benefits system needed to be on "a more sustainable level".
