Swinney: 'Difficult budget choices must be made'
Deputy First Minister John Swinney has told MSPs that £500m in cuts have been idenfified in order to ease the pressure on the Scottish budget.
He said the Scottish government did not have borrowing powers and could not vary income tax rates outside the normal budgetary timetable.
He told parliament he had "no other choice" than to find the savings.
