Local council cuts plan: 'Service delivery needs reorganising'
There is speculation that a new commission set up to look at how public services are delivered in Wales could result in a major shake-up of councils.
It follows calls from senior local government figures who have urged the Welsh government to reduce the number of councils.
There are currently 22 councils here and 1,264 councillors. Wales has more councillors per head of population than both England and Scotland.
Sandy Blair, a former chief executive of Newport council, told Bethan Rhys Roberts of BBC Radio Wales about the last reorganisation of local government in Wales in 1996.
