Wales to be offered tax-varying powers by UK government

A move to a "reserved powers" model for Wales will clear up confusion on which government is responsible for what, Welsh Secretary Stephen Crabb has said.

He told the Conservative conference he will also offer Wales more flexible income tax-varying powers and urged the Welsh government to call a referendum on the matter.
