'Strange' to keep letting agency fees
The first minister has said he is actively considering banning letting agents' fees.
Tenants can be charged for a range of administration costs, including credit, reference and immigration checks.
A ban on the fees in England was announced by Chancellor Philip Hammond in his Autumn Statement.
In Scotland, such fees have been banned since 2012.
Plaid Cymru leader Leanne Wood accused Carwyn Jones during First Minister's Questions of being slow to act on a "vitally important social justice question".
Mr Jones said a ban on letting agency fees in Wales was "actively being considered".
