Welsh budget deal a strong settlement, Alun Cairns says

Welsh Secretary Alun Cairns has welcomed a UK Treasury deal over funding for the Welsh Government after tax devolution.

Ministers in Cardiff Bay will have powers over about 20% of the money they have available to spend on public services.

But most of their budget will continue to come in an annual block grant from the Treasury.

Mr Cairns said there was no longer any reason for the Welsh Government to blame under-funding for poor public services.
