Libya: UN lays blame for war crimes

There has been a large explosion in the rebel-held Libyan city of Benghazi - just outside a hotel used by rebel leaders, foreign diplomats and journalists. There is also reports of explosions in Tripoli.

Earlier, a United Nations panel issued a report concluding that both Libyan government troops and opposition forces have committed war crimes during the conflict.
