The Labour leader of Walsall Council Sean Coughlan has described making plans for £86m of savings between now and 2020 as a "Sophie’s choice" of picking between two evils.
He’s had to abandon a pre-election pledge to keep open all the borough's libraries, saying he would instead prioritise protecting vulnerable people.
Under proposals, council tax is set for a rise of 5%.
The leader of the Conservative opposition group, Councillor Mike Bird, has repeated calls for a 10% rise, which would require a local referendum.

The construction industry in Birmingham is reaching new heights according to a business survey published today.
The Deloitte Real Estate Crane Survey said, external office space under construction had increased by 50% since last year, from 969,000 sq ft to 1.4m sq ft - the highest level of activity since the report began in 2002.
The city has also seen a 10-fold increase in residential schemes starting construction last year, totalling 2,331 units in the city centre.
A total of 1166 student bed spaces are under construction - up 40% on the previous year, while 508 hotel bedrooms are also being built.
The authority says it needs to save £86m by 2020 due to crippling budget cuts.

The couple were reported missing before police traced a vehicle to the store in Mackadown Lane, Tile Cross, Birmingham, at about 04:45 yesterday.
They discovered a man and a woman inside. The woman was confirmed dead at the scene and the 42-year-old man was arrested, police said. The force confirmed the man is being treated in hospital and will be questioned when well enough.
It is thought by police that the woman was attacked with a bladed weapon.
A cat has been found dumped at a bus stop outside a Birmingham vets with the note "I am a one-year-old stray, I need a loving home thank you".
Millie, as the RSPCA has named her, was found in a bus shelter near Kingstanding Road Police Station on Thursday. The bus stop is outside Lydons Vets.
The charity believes that contrary to the note's suggestion she's a stray, the animal may be an abandoned pet.

A group of dozens of MPs has called for Donald Trump to be banned from addressing parliament if his state visit to Britain goes ahead.
In total 73 MPs (62 of them Labour) have signed a motion tabled in the Commons saying such an invitation is an "honour" that has historical significance – and parliament’s authorities should "withhold permission" amid President Trump's controversial statements and policies.
The signatories include Labour MPs Adrian Bailey (West Bromwich West), Roger Godsiff (Birmingham Hall Green), Jess Phillips (Birmingham Yardley), David Winnick (Walsall North)and Valerie Vaz (Walsall South).

Almost 300 jobs are set to go at Walsall Council under plans to save £86m by 2020.
Nine libraries are earmarked for closure under proposals that also float a council tax rise in the borough of 5% - 3% of which would be ring-fenced for adult social care and 1.99% for "core" council services, meaning there would be no requirement for the borough to hold a referendum.
The council has also mooted selling off naming rights to the town's New Art Gallery but leader, Labour councillor Sean Coughlan, has insisted it would not be "the McDonald's Art Gallery".
