Dudley Council says it is set to go ahead with building a new light-rail innovation centre after winning an £18m funding bid.
The centre will be built on the site of the town's former railway station and the authority hopes to make it a world leader in developing reduced weight and cost trains.

West Bromwich Albion's coach Tony Pulis says he's spoken to the chief of referees since the side's Premier League defeat to Arsenal on Monday.

A plaque on a postbox, dedicated to a World War One serviceman, has been unveiled in Birmingham.
Royal Mail said it wanted to recognise the heroism of Sgt Alfred Knight during the battle for Wurst Farm in Ypres, Belgium, by unveiling a plaque on a postbox in his home city.
The soldier was working as a clerk in a post office in Nottingham when he enlisted in the Post Office Rifles regiment.
His granddaughter Anne Walsh unveiled the plaque and said she was "proud" of her grandfather.
Aston Villa striker Ross McCormack has agreed a loan move to Australian side Melbourne City subject to a medical.
The 31-year-old joined Villa from Fulham for around £12m in the summer of 2016 but only scored three times in 24 appearances.

The Food Standards Agency is investigating reports of safety breaches at a West Midlands-based factory owned by the UK's largest chicken suppliers.
The Guardian and ITV News said workers at a 2 Sister Food Group site in West Bromwich had changed slaughter dates to extend the shelf life of meat.
Marks & Spencer and Aldi have stopped taking chickens from the site while investigations continue.
