The chief executive of the Shrewsbury and Telford Hospital Trust had previously warned that it was close to a "tipping point" and that if any more staff were lost, Telford's A&E might have to close overnight.
The hospitals in Shrewsbury and Telford have been short of A&E staff for some time and Simon Wright had said it had been hard to bring new consultants to work at the trust.
He had warned that the departments couldn't carry on working on the "good will" of doctors and nurses.

It's 50 years since the 1967 foot and mouth crisis, but there are still farmers living near the source of the outbreak in Shropshire who remember it well.
It started on a farm in the north of the county, and went on to affect over 2,000 farms in England and Wales.
Around 430,000 animals had to be slaughtered to control the spread of the disease.

A teenager has died at a Halloween party at a Digbeth nightclub, police say.
Paramedics were called out to The Rainbow Venues, shortly before midnight on Sunday, following reports of a male having a seizure.
The 19-year-old was taken to Heartlands Hospital where he later died.
West Midlands Police says his death is not being treated as suspicious.

Cannabis worth £300,000 has been seized by police after two raids in south Staffordshire over the last few days.
They recovered 200 plants, plus a large quantity of dried cannabis at a house in Cheslyn Hay on Saturday and yesterday they found more than 300 plants at a house in Seisdon.
No-one has yet been arrested in connection with the discoveries.

A man who shook a baby so violently he was left with permanent leaning difficulties has been jailed for three and a half years.
Callum Marriott, 21, of Bassett Road, Wednesbury was found guilty of wounding by a jury at Wolverhampton Crown Court.
Marriott was left in charge of the baby for only a few minutes when it is believed he shook the child so violently that he went limp and was rushed to hospital in a critical condition, police said.
In court, specialists concluded the injuries could not have been accidental.
Two men have been arrested after their car was stopped on the M6 in Staffordshire yesterday evening.
Police used a stinger to stop their Ford Focus at junction 15, saying it looked suspicious.
An 18-year-old man from Stoke-on-Trent and a 28-year-old man from Rugby were arrested on suspicion of stealing vehicle and possessing drugs with intent to supply.
Staffordshire Police said a large amount of cocaine, valued at around £1,500, plus £700 in cash and a number of phones were all seized.

A hapless suspected burglar had to be freed by fire crews after getting himself stuck in the extractor shaft of a Birmingham chicken shop for seven hours, police say.
Police were called to the scene on Rookery Road in Handsworth at around 08:20 by a member of the public who'd spotted the pair of legs sticking out of the vent.
Officers said he'd climbed into the extractor outlet at around 02:00 and was heard shouting to passers-by after getting stuck.
The 45-year-old man from Handsworth was taken to hospital for a check-up and has been arrested on suspicion of burglary.

As well as gun crimes, Mohammed Rafiq Khan, 29 of Colonial Road, Bordesley Green was also convicted of conspiracy to supply class A drugs and sentenced to a total of 33 years in prison.
At Birmingham Crown Court yesterday Michael Harkin, 54 from Shard End, admitted firearms offences as well as possession of ammunition and was jailed for 25 years.
Khan was the head of a drug dealing network, said police, as well as sourcing weapons and distributing them to criminal associates across the West Midlands.
Eight other accomplices were also sentenced, external for a variety of drug and firearms offences.
New court admin centres, external are going to be set up in Birmingham and Stoke-on-Trent, to deal with things like telephone enquiries and record-keeping.
The Ministry of Justice says the two centres will employ more than 300 people each.
The MoJ is also planning to overhaul its computer system, saying it has been "hampered by an ICT system which was created in 1989".

A memorial service, to mark the 10 year anniversary of the deaths of four firefighters in the Atherstone-on-Stour fire, is taking place.
It is a chance to "stop and reflect" on the lives of the men lost, said Warwickshire's chief fire officer.
Firefighters from across the UK are joining the families of those who lost their lives as well as dignitaries from Warwickshire Police and the county council at St Mary's Church in Warwick.
