A&E staff at the Princess Royal Hospital in Telford say they've received new letters warning them their department could close overnight and they''ll have to work at the Royal Shrewsbury Hospital instead.
Shrewsbury and Telford Hospital NHS Trust says the briefing notes informed staff of what would happen if staffing levels at the A&Es became unsafe for patients.
It says, while this isn't new and no decisions made, it has to have plans in place.
The trust says similar contingency plans have existed since March 2017, while talks on the issue have been going on for three years.

It's still not known what caused a "large" fire at a nature reserve which needed seven fire crews to bring it under control.
Staffordshire Fire Service was called to the blaze at Hednesford Hills on Sunday afternoon.
Firefighters were positioned along Valley Road, close to Cannock Chase Museum and Reservoir Road, to try and quell the flames.
The service says it's still investigating the cause of the blaze.

Police say they hope the injuries suffered by a three-year-old boy in a suspected acid attack "won't be life-changing".
West Mercia Police said the boy had to be treated for serious burns to his arm and face after the incident at Home Bargains in Worcester on Saturday afternoon.
Three men have since been arrested in London on suspicion of conspiracy to commit grievous bodily harm.
Ch Supt Mark Travis said the family was receiving specialist medical and police support.

It brings Hammerson's total proceeds from disposals this year to £300m.

Armed police patrols will continue at the scene of a fatal shooting in Wolverhampton, where "tension remains high" police said.
A man, in his 20s, died of a gunshot wound after being attacked in Valley road, Park Village, a post-mortem examination showed.
Officers from West Midlands Police said they would be using Section 60 powers to stop and search people "without reasonable grounds" if they suspect they may be involved in violence.
Ch Sup Jayne Meir said members of the public are "concerned, worried and fearful" and extra officers will continue to be visible in the area.

He is one of about 12,000 UK children who have the condition.
The three men arrested in connection with the acid attack on the three-year-old boy, were detained at an address in Walthamstow, London, police say.
The boy was in a pushchair with his family at Shrub Hill Retail Park, in Worcester, when "acid or a corrosive substance" was either "thrown at or sprayed towards him", on Saturday.
Ch Supt Mark Travis said previously the motive for the attack was so far "unclear".
The men, aged 22, 25 and 26, were arrested on suspicion of conspiracy to commit grievous bodily harm.
The results of a post-mortem test are expected today, after a man was fatally shot in Wolverhampton.
The victim, in his 20s, was attacked in Valley Road, Park Village, at about 21:10 on Friday.
He was taken to New Cross Hospital in Wolverhampton and then to Birmingham's Queen Elizabeth Hospital, where he died.
He is yet to be formally identified but his family are aware, police say.
A campaign to keep some of Edward Elgar's archives in Worcestershire has been unanimously backed by county councillors.
The Elgar Foundation, which is responsible for historic documents from the English composer, wants to move the whole collection to the British Library in London.
The council said it was holding discussions with the foundation and the library over keeping some of the artefacts in Worcestershire.
The full archive held at Elgar's birthplace,The Firs, in Broadheath,, externalincludes research material as well as furniture, scores, photographs, scrapbooks, newspaper cuttings and objects Elgar owned.
A homeless charity is calling for more social housing to be built in order to help working families who are unable to find stable accommodation.
Figures from Shelter show there were 681 working homeless families in the West Midlands last year - almost five times the number in 2013.
The charity blames a chronic shortage of social housing.

Staffordshire Fire and Rescue Service has launched a campaign warning young people not to start fires over the summer holidays.
Last month, there were 364 fires in the open in the county and 252, or 69%, were started deliberately, the fire service said.
In recent weeks, fires on the Staffordshire Moorlands (above) and in woodland near Alton (below) kept firefighters busy for almost a week.
Staffordshire has had a long-standing problem with arson attacks in the open and in recent years incidents have risen during the school holidays.
It's hoped a video - showing the dangers of starting fires - will be shared across social media.

GB wheelchair racer Kare Adenegan set a huge new world record in the T34 100m at the Anniversary Games.
The 17-year-old shattered compatriot Hannah Cockcroft's mark of 17.18 seconds with a searing time of 16.80, beating Cockroft into second (17.55).
"I was hungry for it and gave everything on the track," the Coventry Godiva athlete told BBC Sport.
She won three medals at last year's World Para-athletics Championships in London - a 100m silver alongside third-place finishes in the 400m and 800m.
Police say they are linking a series of sexual assaults, carried out by a man posing as a charity worker in Coventry.
West Midlands Police said the man had been knocking on doors in Earlsdon and Eastern Green and asking for money before following victims into their homes.
The latest assault happened on Friday and is one of "three similar" ones in the city this month.
Police said people should "exercise caution" when opening their front doors.
