Officers moved in to contain a convoy of motorists suspected of racing or driving anti-socially in Nechells Parkway on 13 January in an operation sparked by two successive weekends of ‘car cruising’.
West Midlands Police said they were pelted with coins, fireworks and other objects as they battled to break-up the illegal gathering.
Details were taken of more than 100 other people suspected of involvement, police said.
A 28-year-old man, from Smethwick, accused of breaching the city-wide Car Cruising Injunction will appear in court later this month.
Five vehicles were also seized during the operation, including one car understood to have been stolen from a hotel car park in Coventry on 8 January.

Julie Jackson, the leader of Nuneaton and Bedworth Borough Council, said the building, which first opened in 1929, could revitalise the town centre.

Police said they are "really worried" about Ms Bradle, who is about 5ft 5in and slim.
She was last seen wearing a khaki-coloured parka-style coat and may be with an Asian man in his 20s, officers said.

Rapper Mike Skinner has praised staff at Birmingham City Hospital for repairing his dislocated shoulder after injuring himself crowdsurfing.
The Streets star was performing on stage at the city's O2 Academy when he popped his right shoulder out on Friday night.
Skinner shared a video on Instagram, telling the camera: "I could cry. I could literally cry."
He can then be seen taking gas and air from a hospital bed.
He added: "Thank you so much to everyone at Birmingham City Hospital for putting my arm back in."

Talks are due to start again later today in the ongoing bin dispute between Birmingham City Council and the Unite union.
Around 300 Unite union workers are working to rule, claiming they were denied a payment which was given to GMB members, who did not strike in 2017.
Both sides are trying to resolve the issue through the conciliation service ACAS.
