There have been 40 coronavirus cases in Smethwick in the last seven days of data,, external a rate the Director of Public Health (DPH) in the area said was "10 times higher" than that seen in recent weeks.
Dr Lisa McNally, DPH for Sandwell, said "an awful lot" of positive cases were in households where there was a cluster of other cases and there was "a fairly large outbreak" at a packaging firm.
The company was officially slightly over the border in West Bromwich, but had quite a few workers based in Smethwick, she said.
But otherwise, Dr McNally said there was "a general rise in the number of cases in the community".
Asked how close Sandwell and Smethwick were to becoming a Leicester lockdown situation, she stated: "We're not there yet... but what is keeping me awake at the moment is the sharpness of the rise.
"So the numbers themselves aren't up at Leicester's numbers yet. Unless we as a community can really respond to this, then we are potentially looking at further measures.
"If we do get to the point... we will work with central government to see what they want us to do next and that might include closing down whole sectors depending on where we see the transmission happening."
A man is set to appear in court charged with threats to kill and false imprisonment after a woman was allegedly held hostage.
Police were called to reports a woman was being held in Tarrant Grove, Birmingham at about 17:30 on Friday.
Negotiators were at the scene until about 10:30 on Saturday.
Shazad Mahmood, 35, of Hubert Road, Selly Oak, is set to appear at Birmingham Magistrates' Court later.
