Five girls who were sexually exploited, intimidated and subjected to "appalling violence" in Coventry were at risk for too long, says a serious case review published today.
In response to the report, which finds shortcomings by West Midlands Police in early dealings with victims, the force says delays occurred where signs of child sexual exploitation (CSE) were "not fully recognised" and the intelligence picture was "not joined up".
Det Super Paul Drover, from the force’s public protection unit, said: "The way we investigate and recognise CSE has changed considerably since 2012 but the report is important as we are not complacent and we must continue to learn and understand how to tackle exploitation and better protect vulnerable members of our local communities."

A serious case review (SCR) into the sexual exploitation of five children in Coventry has found that voluntary sector workers appear to have "held a disproportionate amount of responsibility for the young people involved".
It describes how support workers from charities Kairos, Streetwise and others were instrumental, "in the absence of clear and robust support from the statutory partnership", in recognising abuse was taking place.
A Kairos worker who supported one of the children said the report highlighted "how important it is to listen to young people and value their voices".
Quote MessageWe are pleased that the SCR has recognised the expertise of the voluntary sector and commend our worker for her professionalism. We also welcome the acknowledgement that multi-agency responses must include everyone who has contacts with young people at risk of child sexual exploitation and we look forward to future collaborative working with the statutory sector.

Transport Secretary Patrick McLoughlin has told a conference in Birmingham that building work on HS2 will definitely begin next year.
He was responding to speculation that the £56bn project could be in trouble economically because of the decision to leave the EU.
The tone of the High Speed Rail conference at Millennium Point, though, is it's very much business as usual and the rail line is more vital than ever to Britain's economy.
