There is "more chance of England winning the World Cup" than of Nottinghamshire becoming a "unitary authority", Labour's leader in the county has said.
Councillor Alan Rhodes has criticised Nottinghamshire County Council leader Kay Cutt's plans to abolish district and borough councils and create a unitary authority.
This change would mean a dramatic reduction in the overall number of councillors and Ms Cutts hoped the move would save money by removing back-office duplication.
However, Mr Rhodes said the plans were "far fetched" and very unlikely to come off.

It's 70 years today since the Empire Windrush ship carrying Caribbean migrants arrived in the UK and celebrations are taking place across the country.
They answered an invitation to join the effort to rebuild post-war Britain and settled across the country, including here in the East Midlands.
But there's been recent controversy, when it emerged the Home Office had wrongly deported some people and threatened others with legal action.
Reverend Clive Foster from the Pilgrim Church in the Meadows, Nottingham, has said he has helped around 50 people who are still worried about their future.
"We are not seeing the pace of change that one would have hoped to have seen," he said.
"We are seeing people are afraid to come forward, still not sue if they are going to get enforcement treatment and people who are emotionally affected."
As well as a service in Westminster Abbey today there are events in Nottingham, Derby and Leicester today to mark the anniversary.

A decision whether or not to close a rehabilitation hospital in Belper is expected to be made later.
Babington Hospital has been under review since 2015.
The NHS plans to build a new facility on Derwent Street, but it will not have "nurse-led inpatient beds".
Almost 6,000 people have signed a petition about the changes.
This afternoon, the Southern Derbyshire Clinical Commissioning Group will decide on proposals to move the hospital to a new multi-million-pound facility in the centre of town.

Nottingham city councillors are calling on the government to reverse its decision to scrap the electrification of the Midland Mainline, in the interests of public health.
The government cancelled the plans last year, announcing instead to run bi-mode trains, which run on electrified sections of track and then transfer to non-electrified sections.
Campaigners claim it would've reduced the number of high polluting diesel trains coming into the city centre.
Leader of Nottingham City Council Jon Collins said: "It just does not make sense what is now being proposed and I really think the only person who believes that the current proposal has any legs is the secretary of state [for transport].
"Into the future you can see there will be a change in that position and change in the position of government about electrification because to continue on the current strategy is a nonsense."
Transport secretary Chris Grayling previously said that getting the bi-mode trains will mean "passengers will benefit sooner and experience less disruption" than if the route is electrified.

The population of Leicester city centre is one of the fastest growing in the UK, according to a BBC study.
Up to about 30 years ago people were scrambling to get out of dreary, cramped urban areas and escape to the suburbs.
But now there is a reversal taking place with some town and city centres doubling in size.
Leicester's city centre population has risen by a whopping 145% between 2002 and 2015 - from 6,000 to 14,700, much of it focused on the cultural quarter around the Curve theatre (pictured).
That's the sixth biggest increase in the country.
Nottingham's population has gone up from 21,100 to 38,200 - a rise of 81%, While Derby's has increased by 32% - 5,000 to 6,600.
Here's a heartwarming tale to aid that Friday feeling - a Leicestershire man who "got into a real tangle" at a festival has sent a gift to the police officers who kept him safe.
The man, who has not been named, apologised for wasting police time at Parklife in Manchester over "something that was my own fault".
He included a £100 charity donation after being told police may not be able to accept his "crate of wine" present.
Greater Manchester Police said it was "pleasing to get positive feedback".
