Fly-tippers have dumped about 100 Christmas trees in a lay-by near Newark.
Newark and Sherwood District Council suspects a "rogue waste operator" abandoned them near the A617 after collecting them from "unwitting residents".
The authority is charging £5 to collect trees with proceeds going towards the planting of saplings around the district.
The Labour leader says more than 2,000 patients faced a 12-hour wait for a bed in hospital last month, including a 92-year-old RAF veteran.

A two-car crash that partially blocked the M1 southbound earlier has been cleared.
The collision happened on the road between junctions 23 and 24 and caused delays of up to 40 minutes.
Two men have been arrested on suspicion of attempted murder after shots were fired in Sheffield last week.
No-one was injured in the shooting on Northcote Avenue in Meersbrook which happened about 23:00 on 10 January.
Two men, aged 28 and 31, from Sheffield, were arrested last night.
The arrests come after a 30-year-old man was arrested at a property in Chesterfield on Monday night, also on suspicion of attempted murder.
He remains in custody while police carry out inquiries.
Assistant Ch Con Tim Forber said: "I know incidents like this can be incredibly frightening and upsetting and that is at the forefront of our minds as we continue our investigations.
"No matter how small or insignificant you feel your information might be, please contact us and tell us what you know."

Work can now start on building the first McDonald's in Rutland after the county council approved plans on Tuesday evening.
Rutland was the only county in England without the golden arches, but now there will be a drive-thru restaurant on the edge of Oakham.
A woman, from nearby Barleythorpe, who attended the meeting, told the BBC her concern was the development could attract anti-social behaviour because of the lack of facilities in the area for young people.
Another woman, a mother, said she opposed the plans "purely for who they are and what they stand for".
The authority decided the economic benefits of the fast food chain outweighed any harm.
Deputy council leader Gordon Brown said councillors wanted to protect the unique nature of Rutland, but also had to follow planning law.
The successful applicant, Martin Cuthbert, who will become the manager of the franchise, said he was "confident now is the right time to open a restaurant" in Oakham, describing the fast food chain as "safe and family-friendly".
Mr Cuthbert said he was expecting the restaurant to attract customers from "both Oakham and passing traffic - and particularly people visiting Rutland Water".

Original prop and vehicle designs for Thunderbirds and Stingray are among hundreds of items of TV memorabilia going under the hammer.
Also in the Gerry Anderson treasure trove are images and scripts for Joe 90, Space 1999, UFO, Blake's Seven, the 1982 TV series Terrahawks and 1970s series The Protectors.
One black and white picture shows Mr Anderson's wife, Sylvia, with Lady Penelope, the Thunderbirds character she voiced.
Originally owned by a director of the company which made the props, the collection will be sold by Hanson's auctioneers on 23 January.

A second person has been arrested on suspicion of attempted murder after a man was stabbed in New Parks, Leicester.
The victim, in his 20s, was found in St Oswalds Way in the early evening on 5 January with stab wounds.
He was taken to hospital but has since been discharged.
A 26-year-old man has been arrested and remains in custody.
Another man, also 26, was arrested on 6 January but has since been released on conditional bail.

A 21-year-old man has been arrested after seven catalytic converters were stolen from vehicles in three car parks in Nottingham.
The man, from Grantham, Lincolnshire, is accused of targeting vehicles on 25 November last year in Toton Lane, Phoenix Park, and The Forest park and rides.
It follows a spate of thefts across Nottinghamshire, with converters targeted for their precious metals.
The suspect remains in custody.

Binmen in Rushcliffe have collected 13 tonnes of donations for a homeless charity.
Residents left the items out to be collected with their bins last week.
The snacks, tins of food, hats, scarves, gloves, socks and shoes will be distributed by the Friary in the coming months.
The number of donations has increased by more than a tonne compared to January last year and significantly more than the three tonnes collected in 2018.
Paul Randle, vice-chairman of the Friary said: “It raises the profile of the charity in the borough and it’s just the most superb initiative, we couldn’t survive without the support of the community, we can’t thank them enough.”
