    Martyn Oates
    BBC South West Political Editor

There was a lot of good news on the face of it, but we must also include the caveat that we won't know the details until we get the Budget Book.

But for things like the police, it looks like fairly unqualified good news.

In terms of local government, I think George Osborne was giving an ominously low-key warning that he would be encouraging them to spend their reserves, and pointing out that if they continued to make savings and reforms, they could, in five years, be effectively spending as much as they are now.
