Controversial plans that would see 350 new homes and a new primary school built on land at the edge of Exmouth are being recommended for approval - despite concerns about a lack of affordable housing and whether a new school is even needed.
The outline plans, for land at Goodmores Farm, off Dinan Way, also seeks outline permission for employment, commercial, and community uses.
The plans, which will be considered by East Devon Council's development management committee on 3 July, are recommended for approval despite considerable concerns by Exmouth and Lympstone councils, local ward councillors, Devon County Council and residents.
Some objectors question whether there is a need for future housing and a new primary school in the town. Others accept the principle of the development but question if the primary school is in the best location, and they fear that the development will not provide adequate funding of about £2.5m toward the school.
But the council's officers say the application from Eagle Investments Ltd has been viability-tested and the proposal was "considered to comply with existing planning policies".
In Liskeard, on A390, there are reports of an accident between Callington Road and Plymouth Road.

Plans to give more Plymouth city councillors more cash for taking on extra duties have been voted in this afternoon.
An independent panel recommended that some roles should attract a "special responsibility allowance".
Some councillors, such as the leader and cabinet members, already received a special responsibility allowance as well as their basic allowance.
Twenty-seven Labour member of the Labour-led authority were in favour, while 22 Conservatives voted against.
A 21-year-old man has been arrested on suspicion of grievous bodily harm after reports of an alleged assault in Liskeard.
The incident happened at about 20:00 on Saturday in a pub on Barras Street when a man was being ejected from the premises.
He hit a member of door staff around the head with a glass, causing lacerations.
The venue was very busy with families and young children following the Liskeard Carnival, police said.
The arrested man, from the town, was later released under investigation.

A special assembly has been held at the school of a teenage girl who died after taking an unknown substance in Devon.
The 15-year-old, who has not been officially named, took the substance in Tavistock at the weekend.
The girl, described by her school, Tavistock College, as a "well-loved Year 10 student", became unwell on Saturday afternoon near a disused viaduct. A 14-year-old boy was also affected by the substance.
At the assembly at the college, pupils were offered counselling.
Police seized an unknown substance from the scene and are carrying out tests to establish what it is. No arrests have been made.
In Redruth, there has been an accident on B3300 New Portreath Road.

A new location for a proposed health and wellbeing centre in Dartmouth has been found - six months after plans for the centre to move were scrapped.
Dartmouth's own town hospital was closed last year as part of the reorganisation of health services in south Devon but a new health and wellbeing centre was due to be established.
However, health chiefs were unable to agree terms with the owners of the proposed site at River View Care Centre, leaving the plans up in the air.
But now South Hams District Council has provided a parcel of land to construct a purpose-built centre to the NHS's specification.
The new centre, which could be located on part of the overflow park-and-ride car park (pictured), located just outside Dartmouth on the A3122, where it joins with the A379 by Lidl supermarket, would be leased on a 25-plus year basis.
The new building would include the GP practice, a pharmacy, services that are currently being provided from the Dartmouth Clinic site, and a base for voluntary sector organisations.
Once proposals are decided and agreed by NHS bosses, GPs and key stakeholders, a report will go to South Hams Council's executive and full council meetings for agreement.

Exeter City have appointed Eric Kinder as assistant manager.
The former Blackburn Rovers, Preston North End and Carlisle United coach will be number two to City's rookie boss Matt Taylor when the new season begins.
“Eric is the experience which I need," said Taylor.
"He will have a great relationship with the players and will calm everyone down. He’s got the experience in terms of managing, assisting and being head of academy.
“He is passionate about bringing young players through which is a big part of the club."

Royal Mail says it has procedures in place if bees decide to make a home in post boxes, as happened in a Cornish village.
The 20,000-strong swarm of insect interlopers caused uproar when they chose to nest in a village post box in St Day at the end of last week.
The colony had to be removed after people reported being "afraid of posting letters".
Royal Mail said that no-one was stung or hurt and there were no delays to its service during that "rare" invasion.
However, it added: "If necessary, we will temporarily seal a postbox if there is any reason it cannot be used and a notice would be provided to advise customers of alternative posting facilities in the area."
But the bees haven't just been invading post boxes in the current good weather.
I saw this critter buzzing busily at the National Trust's Trengwainton estate, near Penzance. I didn't get the chance to ask how happy it was having to share the flower with the fly!

An independent panel is recommending that a further nine roles should qualify for what's called "the special responsibility allowance".
A decision will also be made on plans to create up to four new "assistant cabinet" positions attracting payment of more than £2,500.

The girl, described by her school, Tavistock College, as a "well-loved Year 10 student", became unwell on Saturday afternoon near a disused viaduct. A 14-year-old boy was also affected by the substance.
In floral tributes, she was described as the "epitome of beauty and kindness" who always "held her own with elegance, grave and composure".
She was also described as the "cutest girl and blossomed into a lovely woman".
Another was addressed to the "most beautiful angel in the sky".

A chief superintendent is being appointed for Torbay and South Devon, rather than a superintendent, to reflect "an increase in demand for policing" and help deal with "significant problems relating to crime in the bay", Devon's police commissioner has confirmed.
Commissioner Alison Hernandez said, external the new arrangement, due to be in place by September, was part of setting up a new basic command unit (BCU) for the area.
The force currently has BUCs for Cornwall and the Isles of Scilly, Devon and Plymouth.
Ms Hernandez told a meeting last week of the plans, saying she "had become increasingly concerned about homelessness and crime in the area, as well as the increasing complexity of crime".
She added that a "more senior officer for South Devon" would be part of a "renewed focus on issues there".
A protest has been held at a military base in Cornwall.
RNAS Culdrose, near Helston, confirmed "an employee" carried out a protest on Monday morning after reports that a person had chained themselves to the gates.
The Royal Navy said the person was being "dealt with appropriately".
It is not known what prompted the protest.
