Oxford University Hospitals Trust, which runs both sites, said the move was being looked at to "improve parking and traffic flow", although nothing has been finalised.
It follows a major consultation on NHS services in Oxfordshire which found there was "widespread frustration" about parking at the John Radcliffe Hospital.
A collision between two vehicles is causing traffic delays this afternoon.
The crash happened at the Wimborne junction between Leigh Road and Avenue Road.
Both roads are partially blocked.
Dorset Traffic Police are on the scene and said recovery is on route as the larger car cannot be moved.
It is not known if anyone was injured in the collision.

The Duke of Edinburgh was admitted to hospital last night as "a precautionary measure", Buckingham Palace has said.
The 96-year-old is being treated at the King Edward VII Hospital, London, for an infection arising from a pre-existing condition.
The BBC understands his hospital stay is "not a cause for serious concern".

Visitors to the Queen's Windsor Estate are being warned the forest is at "heightened risk" of wildfire during the hot weather.
The Crown Estate has asked people to "exercise additional caution" at Windsor Great Park after the Met Office set its Fire Severity Index level to "very high" for the attraction.
The Forestry Commission said the area's 8,000 acres of forest were "particularly vulnerable".
Temperatures of 31C were forecast.
The water company said the dry ground caused pipes to shift and crack.

A Hampshire church that lost its roof in a fire more than a year ago has celebrated its reopening.
The blaze started in a shed at the rear of the Catholic Church of St. Thomas More, Hartley Wintney, on 17 May 2016, it spread, engulfing the church roof.
Bishop Philip Egan led a service on Tuesday evening and consecrated the church and its new altar.
Firefighters who fought the blaze said they were "honoured to attend the service".

It happened in Jacobs Gutter Lane and has caused the water to Hounsdown School to be temporarily shut off.
In a message on its website, external, the school said Southern Water informed it the hot weather had dried out the ground, causing the pipes to shift and crack.
Pupils are being provided with bottled water and there are limited toilet facilities.
A decision over an early closure will depend on information about how long repairs are likely to take, the school said.
