A leading North East Lincolnshire councillor says a decision on who will ultimately own Humberston Fitties is taking so long is because it's "a sensitive issue".
Residents at the Humberston Fitties are worried about the future of the area if it's sold to a leisure company and have put forward their own bid to run it.

It's feared that Icelandic fishing strikes are affecting jobs at Grimsby's fish market.
It's not yet known how many jobs are affected but Martyn Boyers, the chief executive of Grimsby Fish Market, thinks the strikes could have a long-lasting impact on the industry.
Inmates at HMP Hull have built a model of the Gypsy Moth plane flown by Amy Johnson - the Hull born aviator, who was the first woman to fly solo from England to Australia in 1930.
The plane will be on display at Hull Paragon Station for 2017 to celebrate City of Culture.
During the early hours a cash machine was stolen from the Spar store on Church Lane in Thorngumbald by thieves who used agricultural machinery to rip the machine out of the building.
Humberside Police have said, external they were called at 02.21 following the theft and also confirmed a fork lift machine had been stolen from Keyingham Marsh.
The truck was used to rip out the cash machine causing damage to the Spar building.
A silver-coloured Transit van was seen leaving the area after the theft and police are appealing for witnesses.

The Prince of Wales and The Duchess of Cornwall have been in Hull today as it celebrates its year as the UK City of Culture.
The royal couple first went to the newly refurbished Ferens Art Gallery.
Here they are signing the visitor's book before splitting up for separate engagements:
Prince Charles then went on to visit Holy Trinity Church before attending rehearsals of The Hypocrite at Hull Truck Theatre.
Meanwhile the Duchess enjoyed a trip to the Deep where she gave a royal wave to some divers:
But Camilla first dropped in on the charity Emmaus where she picked up a memento of their trip.
Will this teapot now reside at Clarence House I wonder?

A woman is being rescued after being trapped by the tide 20 feet down a cliff near to the Cowden Caravan Park in East Yorkshire.
Police, Coastguard and Hornsea Inshore Rescue are all helping.
The search and rescue helicopter is also at the scene.
