Four men were arrested early on Tuesday in South Yorkshire and Derbyshire.
Three men aged 22, 36 and 41 were arrested in the Burngreave and Meersbrook areas of Sheffield and an army bomb disposal team initially cordoned off a street in central Chesterfield where a 31-year-old man was arrested.
A neighbour in Shirebrook Road, Sheffield, reported hearing "an enormous bang" as one of the raids took place at 05:30 GMT on Tuesday.
Carol Perry, who lives two doors from the scene, said: "I was asleep and then I was woken suddenly... and the house shook.
"My immediate thought was that it was an earthquake."
A spokeswoman from Counter Terrorism Policing North East said: "The public may have heard a loud bang at the time as police entered one of the properties, but it was not an explosion."

A potential £450m in extra funding for police in England and Wales in the next financial year has been announced by the Home Office.
West Yorkshire's Police and Crime Commissioner says the increase is leaving tax payers "unfairly penalised".
Police and crime commissioners are to be given the power to raise the portion of council tax which goes towards policing by £12 per household annually.
Mark Burns Williamson said "that means more people who are already struggling in West Yorkshire [will be] unfairly penalised transferring the burden to local taxpayers."
He added "Policing Minister Nick Hurd talks about an increase to local police forces but the same cash grant as 2017/18 is in reality a significant cut to our policing budget."

Fire investigators say they think a mill fire near Bradford city centre in the early hours of this morning was started deliberately:
Eighty firefighters tackled the large blaze overnight at the former mill.
The fire broke out in the basement of the four-storey building on Rebecca Street, off White Abbey Road, at about 03:40.
The blaze ripped through the 50m by 75m (164ft by 246ft) structure and reached the roof, with about half the site on fire at one point.
It is not thought anyone was hurt, West Yorkshire Fire and Rescue Service (WYFRS) said.
The basement of the building was being used to store tyres.
WYFRS say they're now working with police on the investigation.
