The authority is considering appointing experts to identify suitable patches of land within the district which can be developed on.

The council is looking at making use of smaller plots of land, but this is not enough to meet the council's housing targets.

Figures show they are generating some capital from selling existing council housing stock under the Right to Buy scheme.

But the council needs to reinvest this money in new housing stock within three years of a sale or send it back to HM Treasury.
