  14. Hillsborough: What was Sir Norman Bettison accused of?published at 11:40 British Summer Time 21 August 2018

Sir Norman Bettison was a chief inspector with South Yorkshire Police (SYP) at the time of the Hillsborough disaster in 1989.

Nine years later, he applied for the job of Merseyside's chief constable. He also later led the West Yorkshire force.

Sir Norman was accused of untruthfully describing his role in SYP's response to Hillsborough as "peripheral" in a comment to the then Chief Inspector of Constabulary Sir David O'Dowd.

He was also accused of lying to Merseyside Police Authority when he said he had never attempted to shift blame for the disaster "on to the shoulders of Liverpool supporters".

Sir Norman, of Barnsley, South Yorkshire was alleged to have lied in a statement issued on 13 September 2012, following the publication of the Hillsborough Independent Panel report, when he said he had never offered any interpretation other than that the behaviour of Liverpool fans had not caused the disaster.

He was also accused of misconduct over a statement released the following day in which he said he had never "besmirched" Liverpool fans.

The Hillsborough Family Support Group, which supports the majority of the 96 bereaved families, says it has "grave concerns" in the wake of the decision to formally drop criminal proceedings against Sir Norman Bettison.

    Quote Message

“We have grave concerns about the handling of this case by the Crown Prosecution Service and can confirm that we will be exercising our right to an independent review under the Right to Review scheme.

    Quote Message

“It is our view that the wrong charge was brought in the first place and we will be using the review process to argue this point strongly.

    Quote Message

We know how our supporters will feel about this decision and, of course, we all share all of those feelings. There are so many things we would like to say about the justice process in this country but can’t so as not to prejudice the other trials which are proceeding. We ask everyone to show the same restraint.

  19. Hillsborough: Why have the criminal charges against Sir Norman Bettison been dropped?published at 10:59 British Summer Time 21 August 2018

Sir Norman Bettison Appears In Preston Crown CourtImage source, Getty Images

The Crown Prosecution Service has explained why criminal charges against Sir Norman Bettison over the aftermath of the 1989 Hillsborough disaster have been dropped.

The decision was taken following a review of the evidence and was confirmed at a hearing at Preston Crown Court this morning.

Sir Norman had been charged with four offences of misconduct in public office which related to telling alleged lies about his involvement in the aftermath of Hillsborough and the culpability of fans.

    Quote Message

The CPS has a duty to keep all cases under continuing review. Since the original decision to charge Norman Bettison in June 2017 there have been a number of significant developments which have affected the available evidence. These include changes in the evidence of two witnesses and the death of a third witness.

    Quote Message

Our latest review of the evidence has concluded the collective impact of these developments means there is no longer a realistic prospect of conviction. I appreciate this news will be disappointing for the families and the CPS will meet with them in person to explain the decision.

    Quote Message

I would remind all concerned that although criminal proceedings are no longer active against Norman Bettison, there are five other defendants facing charges relating to Hillsborough and each has the right to a fair trial. It is therefore extremely important that there should be no reporting, commentary or sharing of information which could in any way prejudice those proceedings.
