The council have accused utility companies of leaving ageing systems at the mercy of the elements, after pipes burst on Osborne Street and Bankside (pictured).
Councillors claim the pipe on Osborne Street was 95-years-old, and fear many others in the city are the same age.
Councillor Darren Hale, deputy leader of Hull City Council, said: "We can't have a situation that 95-year-old pipes in a major city are the norm - there's got to be investment in infrastructure."
Yorkshire Water say they have an extensive programme for replacing their water mains and spend about £10m a year replacing pipes.
Children in Need

Twenty nine men and one woman are to go on trial accused of offences linked to the sexual exploitation of children in Huddersfield.
They are charged with a total of 78 offences, including rape, trafficking and sexual assault.
The charges relate to five women.
The offences are alleged to have taken place between 2005 and 2012 when they were aged between 12 and 18.
The first of three trials will be at Leeds Crown Court on 9 September 2019.
The final trial is listed to take place in April 2020.
Race officials said the unnamed man, from East Anglia, "appears to have not actually run the race".
