    Secrecy is surrounding fresh allegations being levelled at the Police and Crime Commissioner (PCC) for North Yorkshire.

    While the details of the allegations have not been disclosed, they're thought to be separate to a report last month.

    It concluded Julia Mulligan displayed "bullying behaviour" towards an employee.

    The PCC said she was "shocked" at the approach of the panel.

    She added if she could appeal the decision she would.

    The details of the new allegations are not known and members of the press and public have been excluded from the hearing.

    The BBC's approached the PCC's office for a statement, but they say they will not comment until the process is completed.

  2. Keighley incinerator plans go on displaypublished at 10:56 Greenwich Mean Time 13 November 2018

    Plans for a £135m waste incinerator at the site of Keighley's former gas works will go on display later.

    Endless Energy Ltd has applied to the Environment Agency for permission to take commercial waste from businesses and burn it to generate electricity.

    Last year, more than 3,000 people signed an online petition against the proposals.

    Concerns related to pollution, noise and the visual impact of the plant.

    Public drop-in sessions are being held at Victoria Hall this afternoon.

    Two people have been arrested after a boy was stabbed in the leg outside Meadowhall Shopping Centre.

    It happened in a taxi in the car park of the centre yesterday at about 19:20.

    The 16-year-old victim remains in hospital in a stable condition.

    Two 16-year-old boys have been arrested on suspicion of wounding and remain in police custody.

    I've joined police officers in an unmarked car today.

    Officers are carrying out a week of action to catch uninsured drivers in East Yorkshire and northern Lincolnshire.

    After just an hour, Humberside Police's road policing unit seized a car for having no insurance.

    Officers told me the driver already had six points.

    He could now face a driving ban, they added.

    There's thought to be 13,000 uninsured vehicles in East Yorkshire and northern Lincolnshire, according to Humberside Police.

    A boy has been stabbed outside Meadowhall Shopping Centre.

    It happened yesterday at about 19:20.

    Police said the 16-year-old boy suffered non life-threatening injuries after being attacked in the car park near Next.

    There will be an increased police presence in the area today, according to South Yorkshire Police.

    A Hull school says it has been able to fund free breakfasts for a year, paid for by money collected by the sugar tax.

    Staff and students at Sirius Academy North can attend a special breakfast club to fill up ahead of lessons.

    Adam Rust, who is one of the school's assistant heads, said: "It also teaches the students how to communicate at meal times."

    The sugar tax was introduced in April and requires manufacturers to pay a levy on the high-sugar drinks they sell.

    In England the money raised by the tax is being invested in schools sports and breakfast clubs.

    A "confusing" plan to bring in winter parking charges in Scarborough should be dropped, the town's council is being urged.

    Scarborough Council's cabinet voted last month to charge £1 for 24 hours parking in some of the borough's car parks from November to March, where previously there was no charge.

    It's now being asked to reconsider the scheme following a unanimous vote from the Overview and Scrutiny Board.

    The cabinet is due to meet later to discuss the board's recommendation.

    England football manager Gareth Southgate has been officially named as an honorary Yorkshireman.

    Southgate's lived in the Harrogate area for 18 years and was presented with the honour at the White Rose Awards last night:

    The accolade is for people who've made a big impact in the county, despite being born elsewhere and he's the third person to get the award.

    The title has also gone to Take That star Gary Barlow and Tim Firth for writing The Girls, a musical inspired by the Women's Institute's Calendar Girls.

    The awards ceremony also saw York Maze and the Vale of Pickering Caravan Park among the winners and Leeds Playhouse scoop the Arts and Culture Award.

    Meanwhile, the Bradford Literature Festival was named Tourism Event of the Year.

    A Kirklees village also starred: The Dunkirk in Denby Dale won Pub of the Year, while the village's Yummy Yorkshire restaurant award was crowned Taste of Yorkshire.

    New legislation spearheaded by a West Yorkshire MP will see tougher penalties on those who assault emergency services workers.

    The new law, which comes into force today, doubles the maximum sentence for assaults to police officers and other emergency service workers from six to 12 months.

    The "protecting the protectors" legislation was pushed through Parliament by Halifax Labour MP Holly Lynch after a night on patrol with West Yorkshire Police officers.

    A woman from Hull who underwent pioneering brain surgery using a special robot says the operation has transformed her life.

    Leanne Hall used to have daily seizures and couldn't go out on her own after suffering a brain tumour as a child.

    But last year she had surgery at the Royal Hallamshire Hospital in Sheffield which was carried out using a specialist robot called ROSA.

    As a result of the surgery, Ms Hall says she now has "a different life all together. I can just do whatever I want now".

    The robot which carried out the surgery makes a 3D map of the brain and pinpoints the exact place where surgery is needed, allowing more complex operations to take place.

    Ms Hall now volunteers at her local Parkrun and plans to learn how to drive and eventually plans to come off all of her medication.

    Police have released an e-fit image of a man they want to speak to following two sex attacks on teenage girls during this year's Leeds Carnival weekend.

    Both incidents occurred at the junction of Chapeltown Road and Grange Avenue, in Chapeltown.

    A 16-year-old girl suffered a serious sexual assault between 02:00 and 04:40 on Monday 27 August.

    A 19-year-old woman was sexually assaulted at the same location at about 20:30 the previous day.

    The suspect is described as being a dark-skinned black male, aged 30 to 40, about 6ft tall, with a short beard.

    He was wearing a white and black sports-type jacket.

    Disabled drivers in York have been told a new anti-terror plan means a part of the city centre is now off-limits to them.

    The measures, which are designed to stop vehicle attacks in the city centre, mean blue badge holders can no longer park in St Sampson's Square.

    The square in the middle of the city is the home of a redundant church which is used as a centre for the over-60s.

    City of York Council says it's working to keep York secure while trying to minimise any impact on residents, businesses and visitors.

    Three people remain in hospital this morning following a fatal car crash in Sheffield on Friday night.

    Two women, aged 22 and 32, and a three-year-old girl were passengers in a VW Touran which was involved in the crash in Darnall.

    Four others, including a one-year-old boy, died in the incident.

    Elliott Bower, 18, of Harborough Avenue, Sheffield, has been charged with four counts of causing death by dangerous driving and three counts of causing serious injury by dangerous driving.

    He is also charged with handling stolen goods and possession of cannabis.

    Declan Bower, 23, also of Harborough Avenue, has been charged with aggravated vehicle taking causing a death.

    He is also accused of handing stolen goods, two counts of driving while disqualified, two counts of driving without insurance, possession of a bladed article and possession of cannabis.

    A gang of children as young as 10 tried to rob a woman in her 80s who was walking back from a Remembrance service in Bridlington, police say.

    The victim was walking on Quay Road from the town's Cenotaph (pictured) at about 14:00 on Saturday when she was approached by three youths.

    The suspects, described as being between 10 and 12 years old, tried to take her bag but were unsuccessful and rode away down Ashville Street on mountain bikes.

    Police say they're trying to identify both the elderly victim of the attempted robbery - who was walking with a younger woman at the time - as well as the three youths.
