  4. Humberside Police officer 'threatened boy with Taser'published at 08:13 Greenwich Mean Time 21 December 2018

Two police officers threatened to Taser a boy with learning difficulties who was sitting on a sofa, a misconduct hearing heard.

    Goole magistrates

PCs Paul Jackson and James Newton were called out to speak to the 14-year-old following a phone call made by his father on 5 May 2013.

A misconduct panel heard his head was "banged against a wall" during his arrest and he suffered facial bruising.

The officers deny Humberside Police's claim that they breached standards.

The disciplinary panel heard the boy, who was from London and visiting his sister in Hull at the time, received "several leg sweeps" after police were told he was being "out of control".

PC Jackson is alleged to have told the boy in a threatening manner: "If you don't talk to me you might get a bit closer to that Taser than you'd have wished."

The boy's father had only called police to "help my son behave himself" and was "surprised" by what had happened, the panel heard.

During questioning from PC Jackson's solicitor, the boy said: "They dragged me off the sofa and put the cuffs on me. I didn't know what was going on."

The hearing, which is being held in Goole, continues.

No one was ever successfully prosecuted for the murder of Elsie Frost, who was killed on the way home from her sister's house in Wakefield in October 1965.

Detectives were preparing to charge Peter Pickering with murdering Elsie Frost when he died in March.

The 80-year-old, dubbed the "Beast of Wombwell", was being detained in a psychiatric hospital since admitting killing another girl in 1972.

Following his death in March last year, police confirmed Pickering was expected to be charged with Elsie's murder.

Pickering was being detained after admitting stabbing and strangling Shirley Boldy, 14, in Wombwell, near Barnsley, in 1972.

He had also been found guilty of the rape and false imprisonment of an 18-year-old woman in South Yorkshire weeks before he killed Shirley.

Granting the family the right to apply to the High Court for a new inquest, the Attorney General Geoffrey Cox said he believed it was "in the interests of justice" after new evidence became available that was not put before a previous inquest.

Pauline Taylor, from Huddersfield, died in May 2015 after she accidentally dropped a match on her bedding, which had absorbed paraffin-based emollients.

Some skin creams contain emollients, which are a fire hazard if a flame comes into contact with them, as the fire can be intensified.

The Medicines and Healthcare Products Regulatory Agency has called for labels to detail fire risk on some skin creams.

    Fire

Pauline's daughter has welcomed this decision.

“Since the tragic death of our mother in 2015 my sister and I have been working closely with WYFRS highlighting and raising awareness of the increased risk of flammability of clothing and bedding soaked in the products."

“It is essential that all patients and relatives have clear and concise information warning them of the potential risk of fabric flammability when exposed to smoking materials and naked flames.”

Fire services in West Yorkshire have also supported the recommendation.

There have been three deaths in West Yorkshire since 2015, where emollients are believed to have been a leading factor in the fatalities, say the fire service.
