Proposals to turn a Huddersfield high school into a primary are being criticised by parents.
Almondbury Community School hit the headlines when a video emerged of a 15-year-old boy, a Syrian refugee, being taunted and then pulled to the ground before having water poured in his face.
It was then rated inadequate by Ofsted in December 2018, for "ineffective" safeguarding and "variable" and "weak" teaching.
Kirklees Council sent a letter to parents on Monday, detailing a proposal to remove the secondary element to the school as it said pupil numbers have fallen in recent years.
Hundreds of children could end up being moved to other nearby schools/
Almondbury District Ward councillor Bernard McGuin said he had been contacted by about 30 parents concerned at the plans.
The Conservative said: "I am broadly in favour but I can see why parents are angry - they have already had one reorganisation recently and now there could be another one.
"There has been issues of racism and bullying which have not been dealt with - it has been a failure on the part of the authority."
