    Hull City Council has today successfully defended a judicial review in the High Court over its new enforcement policy for private landlords.

    The Humber Landlords Association challenged the local authority's move to introduce a penalty fee every time a tenant raises an issue about a property.

    The council says it would help reduce inadequate housing conditions, but the association suggests rents may have to go up to pay for it.

    The Humber Landlords Association lost the case and will now have to pay the council's legal costs.

    An elderly East Yorkshire woman was robbed by a suspected bogus workman who pretended to clean her gutters, filling buckets with leaves, before demanding money and stealing more than £100 from her.

    The suspect, who pretended to be a contractor who cleans drains and guttering, also took her keys during the scam at Wood View in Swanland on Wednesday 6 February, police said.

    Humberside Police are appealing for information about the suspect.

    He is thought to have driven a white van which had the words "Roofing Services" on the side and a ladder on the top.

    A missing 12-year-old school girl from Barnsley, who was reported missing yesterday, has been found safe and well.

    South Yorkshire Police confirmed Chloe Meadowcroft had been found and thanked people for sharing their appeal.

    A flood warning has been issued for Scarborough - members of the public have been told to be careful along beaches, coastal footpaths and roads with the risk of large waves and sea spray.

    According to the government's flood warning service, there is a danger of overtopping waves and spray at Sandside as a result of strong winds.

    The flooding of roads and lands is possible between 21:30 and 22:15 with low lying areas most at risk.

    A convicted sex offender who is wanted by police may be on the Yorkshire coast.

    It is thought that Scott Simpson, 29, who is wanted for breaching the terms of his release from prison, could be in Bridlington.

    Simpson, who was jailed for three years for sexual offences, is originally from Malton but now lives in Scunthorpe and has links to Scarborough.

    North Yorkshire Police want to return him to prison and are appealing for anyone who has seen him to come forward.

    Police have released images of two people they want to speak to in connection with a burglary at the home of a vulnerable 93-year-old man in West Yorkshire.

    It happened in October last year at Baliff Bridge near Brighouse.

    Officers say the victim opened his door to a woman who asked if she could make a phone call and use his toilet.

    He let her in and the next day noticed his wallet, containing bank cards and cash, had been stolen.

    The bank cards were later used to make a number of payments.

    Anyone with information about either of the people pictured is asked to contact the West Yorkshire force.
