More than 2,000 people went to public consultation events across Cumbria and North Yorkshire about plans to rebuild the remaining single-carriageway sections of the A66 from Penrith to Scotch Corner as dual carriageways.
Comments from those who went to the events, along with letters and online communications, covered subjects such as where bypasses were most needed and where junctions could be improved.
The £1bn project will concentrate on the 18 miles of the 50-mile route and Matt Townsend of Highways England said the general mood was enthusiasm.

A popular water ride in a Hull park is unable to open to the public because of a pair of coots nesting on it.
The owner of the Splash Boat, Mally Welburn, says he's losing thousands of pounds and he isn't able to employ staff because he isn't allowed to open the attraction for fear of endangering the birds.
Yorkshire Wildlife Trust have advised him to apply to the Department for Environment, Food and Rural Affairs for a special licence to have the nest removed, something he plans to do.
Coots, which are close relatives of the moorhen, are protected under wildlife laws, making it illegal to disturb them while nesting.
The Splash Boat at East Park has been providing thrills to visitors since 1929 and earlier this year the council revealed it would be renovated as part of a £1.5m investment.
