A baby, two toddlers and a young child, one of whom was upside down in a footwell, were among the passengers, North Yorkshire Police said.
Officers stopped the car when they heard a strange noise coming from its wheels on the A64 near Scarborough.
A man in his 20s has been charged with motoring offences.
He is accused of dangerous driving and driving without insurance or an appropriate licence.
The Volkswagen was being driven on a 60mph road with one rear tyre missing. The remaining three were bald with metal cord exposed, the force said.
Officers issued a prohibition order preventing the car from being driven and it was later taken away on a recovery truck after it was stopped on 12 June.
Police said the suspect was due to appear at Scarborough Magistrates' Court on 12 July.
A West Yorkshire artist has made a portrait of Danish footballer Christian Eriksen using Rubik's cubes.
It took David Wright, from Huddersfield, more than five hours to arrange the colourful 3D puzzlers into the likeness of the Danish midfielder.
Mr Wright was inspired to create the tribute after Eriksen - who suffered a cardiac arrest on the pitch against Finland - was recovering.
David's "incredible" artwork was praised by the Danish national team.

North Yorkshire Police are investigating after racist letters were sent to homes in York.
Nicoletta Peddis, shared a letter asking her to "go back werever (sic) you come from" on Twitter, and said the content was "really unpleasant".
Ms Peddis, originally from Italy, has lived in the city for 13 years and said she was now considering leaving the UK.
Ms Peddis said: "This is another level, to receive this in your own home. It is unsettling. They know where we live.
"We have considered moving if I'm honest," the Nestle worker added.
Ali Gumusler, who has lived in the city for 22 years, also received a copy of the same letter. He said he felt targeted as the letter was addressed to his home.
The misspelt and badly-punctuated letter said: "We have won Brexit. Its time for you to go back werever you come from. We dont need foregneirs taking our housing our jobs our gp places. We wont be happy until you people leave our country."
Insp Andy Godfrey said: "We understand these letters have caused concern and want to assure those affected, and those in the wider community, we are taking this very seriously and are determined to find who is responsible for sending them."
The family of a man fatally stabbed in Hull have urged people to help identify his killer.
Corey Dobbe (pictured above), 23, was found injured on Harleston Close, Hull, on Sunday night and died a short time later.
His brother Anthony described him as his "idol" and said someone "knows where his killer is".
Mr Dobbe's girlfriend Zoe said: "This shouldn’t have been allowed to happen. Anyone with any information, no matter how small, please don’t hesitate about contacting the police.
"Please help us to find the coward who killed the love of my life."
Police have issued CCTV images of a man they want to speak to in connection with Mr Dobbe's death:
Det Ch Insp Curtis, from Humberside Police, said: "The man in these CCTV images is shown with a white hooded sweatshirt on, white trousers and trainers.
"Someone knows who this man is and where his is. We urgently want help from the public to identify and to speak to him about the incident.
"I would make a direct appeal for the man shown in these CCTV images to come forward. This is the most serious of offences and we will stop at nothing to identify and locate you."
A murder investigation's been launched after a woman was found dead in North Lincolnshire, police say.
Emergency services were called to a property on Baldwin Avenue, Bottesford, near Scunthorpe, just after 09:00, where they discovered a 39-year-old woman who had suffered fatal injuries, according to Lincolnshire Police.
The woman was pronounced dead at the scene, police said.
The death is being treated as an "isolated incident", officers added.
A 37-year-old man has been arrested on suspicion of murder and is being held in custody, the Lincolnshire force said.
A cordon is in place at the scene while an investigation into the incident takes place.
Det Ch Insp Grant Taylor said: “We are aware a tragic incident of this nature will shock the local community.
"This is an isolated incident between individuals known to each other, with no wider risk to the community."
Anyone with information about the incident is being asked to contact police.
Police in North Yorkshire have renewed their appeal for help finding a woman from Scarborough who's been missing since April.
Sarah West, 46, hasn't been seen since she left her home on Stepney Road in the early morning of 25 April and was spotted at about 07:30 on the A165 near Cayton Bay.
She is believed to have been walking along the Cleveland Way between Scarborough and Filey.
Ms West is described as 5ft 5ins tall, of very slim build, with dark blonde/brown hair and she may be wearing glasses.
She is believed to be wearing jeans, a light coloured blouse top and brown flat boots and she may be carrying a red bag.
Her mother, Valerie, and her sister, Rebecca, have repeated their appeal to Ms West to "please come home".
They say: "We love you and we are here for you no matter what. We know you are worried about your health and our health and we just want you to come home so we can support you.
"There are so many people who love you and care about you. We are all praying for you to come home, that’s all we want and we will be here waiting."
Anyone with information about Ms West's whereabouts is being asked to contact North Yorkshire Police.
A man who knocked his victim unconscious in a "frenzied" attack with a hammer in South Yorkshire has been jailed for 18 months.
Omar Ali (pictured), 28, struck a man in his 30s several times in the head, leaving him unconscious on the ground in the attack on Alma Road, Rotherham, on 15 April, according to South Yorkshire Police.
The victim was standing next to his car when Ali pulled up alongside him and leapt out of his car wielding a hammer, police said.

Ali, of Selwyn Street, Rotherham, was sentenced at Sheffield Crown Court on Wednesday to 18 months in prison.
Det Con Rachel Scott, from South Yorkshire Police, said: "This was a horrific, frenzied attack that could easily have had a tragic outcome.
"Omar Ali demonstrated a blatant disregard for the victim’s welfare and will now have a prolonged period behind bars to consider his actions."
Beachgoers in East Yorkshire are being warned to wear shoes if they're paddling in the sea after a number of reports of people being stung by weever fish.
Weever Fish are about 15cm long and have venomous spines along the dorsal fin.
Hornsea Inshore Rescue told BBC Radio Humberside it's dealt with seven people affected by this in the last week alone.
Sue Hickson-Marsay, from the lifeboat charity, said: "They've been an absolute nightmare this summer.
"We've had lots of casualties, so people need to wear shoes if they're going paddling."
Weever fish like shallow water and are so well camouflaged that many people do not see them until they have stepped on them.
Despite their small size, weevers are thought to be Britain's most dangerous marine species.

Early redesigns of City Square in Leeds – which could see the pedestrianised area treble in size – have emerged, and are set to be discussed by councillors next week.
Proposed changes would mean City Square would include woodland and water features, with the entire area between the Queens Hotel and Mill Hill Chapel closed to general traffic.
Leeds City Council is keen to redevelop the area around the railway station, as it claims such a traffic-heavy city centre discourages investment into the city.
This led to a strategy being published last year in which the council also planned to completely revamp the area around Leeds City Station.
Architects were invited to take part in a competition to redesign Leeds City Square using a building budget of £3.5m.
The winner is a submission from Leeds-based Re-form Landscape Architecture, whose design, dubbed "The Glade", is set to feature a "conceptual reincarnation" of the ancient Forest of Leodis on which the city is built.
A council report into the plans claims the site would offer "informal play" for children, with platforms and rock steps to climb and jump off, as well as a water feature.
The entire scheme is expected to have a total budget of £7m-£9.5m. It's hoped final designs and approval can be reached by May/June 2022.

A paralysed man who challenged the law which criminalises assisted suicide has died, aged 65.
Paul Lamb, from Leeds, was severely injured in a car crash in 1990 and was left with no function from the neck down aside from limited movement in his right arm.
He had lived with chronic pain as a result of his paralysis and required 24-hour care.
Mr lamb took on several legal challenges over the current law on assisted suicide, which he said breached his human rights. He said he wanted to be able to end his life at a time of his choosing.
Prior to his accident, the father-of-two worked as a builder and was a champion greyhound racer.
Following his death, Mr Lamb's carer, Francesca Hepworth, said: "For years, Paul grappled with his condition and faced increasing pain, discomfort, and distress.
"Paul was resolute in his belief that nobody should be forced to suffer, and determined to keep fighting to change the law."
Humanists UK, a national charity which worked with Mr Lamb, said his death was a "loss to us all".
Andrew Copson, its chief executive, said: "Paul Lamb was a tireless advocate for the right to die who dedicated his life to championing choice for those with terminal or incurable illnesses."

A council has apologised for missing garden waste collections, saying a shortage of lorry drivers is to blame.
Residents across York say their green bins have not been collected in some cases for up to a week and have remained on the street.
Green bin collections have been missed from homes in Acomb, Fishergate, Stockton-on-the-Forest, Dringhouses, Wheldrake, Heslington and Fulford and other areas in the past week.
City of York Council says, external the waste teams are working hard to collect all missed bins and it's currently recruiting more drivers
The authority says people do not need to phone the council to tell them about missed bins but can check the website, which says which routes have been missed.
A Heworth resident said: "Our bins are usually collected on Wednesdays but they’re still out, all along Stockton Lane and neighbouring streets.
"The last time collections were delayed, the bins were emptied on the Saturday, but this time has been much longer. It’s just as well it’s not houseshold waste."
Ben Grabham, head of environmental services, said: "The reason for the disruption is that we are experiencing a shortage of HGV (class 2) drivers, which is currently affecting a small proportion of our garden waste bin collections.
"I’d like to apologise to residents affected by the missed garden collections and reassure them we’re working hard to collect all missed waste as close to the normal date as possible."
A further two people have been charged with murder over the death of a man who was stabbed in the street in Lincolnshire.
Sam Davies, 23, was found with serious knife wounds in Coleridge Gardens, Lincoln, on 27 May and later died.
Billy Gill, 20, of Beaufort Close, Lincoln, and a 17-year-old boy from the city, who cannot be named, are due to appear before magistrates later.
Five men, aged between 18 and 24, have already appeared in court charged with murder and were remanded into custody.
They are due to appear at Lincoln Crown Court for a plea hearing on 28 June.
