The meeting in York, held at council headquarters West Offices on Monday at 10:00, was live-streamed on Youtube.

It was later taken down and edited, with a council report saying: "The reason for this is because the webcast contains an offensive gesture.

"The edit is that the offensive gesture has been pixelated."

The meeting was a decision session for councillor Nigel Ayre, the executive member for finance and performance.

Mr Ayre is not the person pixelated out of the video.

The council has now uploaded an edited version of the video to its Youtube channel.

The incident appears to take place during the public participation part of the meeting, when a member of the panel is briefly blurred out of the video.

City of York Council has since issued an apology over the incident.

A council spokesperson said: "We truly apologise for the inappropriate actions by one of our staff, which occurred in a recent public meeting.

"The individual has apologised to the person involved and is sincerely sorry for any hurt or offence that has been caused."

  17. Coronavirus: What's happening in Yorkshire?published at 18:05 British Summer Time 15 June 2021

Coronavirus cases are rising across Yorkshire, driven by the Delta variant.

All but one area, Scarborough, saw a rise in cases in the latest week, compared with the previous week, while new infections rose sharply in Leeds, Calderdale, Craven, Richmondshire and Rydale.

In the week to 10 June, Leeds had the highest infection rate in the area of 139 cases per 100,000 people.

This is nearly double the national average, but still far lower than the major hotspot areas such as Blackburn in north west England.

The majority of cases seem to be confined to younger people, with rates being highest among the 20-24 and 15-19 age groups.

  18. Health boss backs four week delay in lifting restrictionspublished at 17:52 British Summer Time 15 June 2021

Lincolnshire health bosses have said the government’s decision to delay the lifting of Covid restrictions was the "right decision".

    Professor Derek Ward

The prime minister says he is determined the remaining coronavirus restrictions in England will be lifted on 19 July, despite concern that a rise in deaths could force a change of plan.

Boris Johnson said the measures must remain in place until then because of the rapid spread of the Delta variant.

Despite seeing an increase in Covid-19 rates, Lincolnshire remains "still far lower" than other areas of the country with an infection rate of 28.5 per 100,000 population, compared to the England average of 67.1.

Prof Derek Ward, director of public health for Lincolnshire County Council said: "The key thing is by waiting for the four weeks we're giving ourselves a chance to roll out the vaccination programme.

"In Lincolnshire about six out of 10 people have had two doses, that extra four weeks will give us the chance to get that figure over the two thirds the prime minister has announced.

"It will also give us the chance to offer a first vaccination to every adult over the age of 18."

    Grantley HallImage source, Grantley Hall

Grantley Hall, an 18th Century mansion near Ripon which opened as a hotel after a £70m refurbishment in 2019, wants to use an existing helipad to attract top events, but the plan has been recommended for refusal at a council meeting next week.

After a previous application was rejected in March 2020, the hotel said it had restricted flights to no more than three a month to address concerns over noise disruption to nearby residents and animals.

It also said it could lose £650,000 in income if the helipad is not made available to the type of clients it wants to attract.

However, a council planning officer has questioned how the helipad could fetch that much money and said the restricted number of flights would still have too great an impact on the area.

They said in a report: "Concerns are raised the content of the business plan does not directly appear to correlate with the small number of flights proposed.

"Nor is it considered that the visitors arriving by this manner are likely to be direct spending with other attractions in the area, rather they will fly in and fly out."

As part of its application, Grantley Hall commissioned its own noise impact report which concluded restricted flight times and paths would mean access to the helipad would be carried out in the "quietest manner".

An investigation was launched after Kemar Livingstone Plummer, 35, of Wintringham Road, Grimsby, arrived at Manchester Airport on a commercial flight from Montego Bay, Jamaica, on 9 January 2020, according to the National Crime Agency (NCA).

Two packets of brownie cake mix, a packet of banana flavoured cereal, a pancake waffle mix, a Jamaican fruit cake mix and a pack of Jamaican gourmet coffee were found in the case, officers said.

A full search revealed a total of 3.5kg of cocaine hidden within the six food boxes.

This would fetch an estimated £122,000 if sold wholesale, or around £277,000 if sold on the UK streets, the NCA said.

Following the discovery of the drugs Plummer was arrested on suspicion of drug importation offences and remanded in custody.
