The NAPpads (night-time accommodation project) are fitted with vital life signs sensors which detect whether someone has stopped breathing so emergency services can be alerted.

City of York Council has temporarily provided land for the scheme and support for those using the pads.

Malcolm Page, from the Salvation Army homelessness service, said: "Sadly, most rough sleepers have multiple health problems as sleeping on the streets is tough on the body

"The sleep pad can keep someone safe using the same amount of energy per night as a domestic light bulb thanks to an energy efficient heating and water system."

Mr Page said: "Each unit has four sleep pads, which can be moved to different locations to meet local demand."

Former rough sleeper Jay, 19, said: "It would have made such a difference to me – to have a warm bed, a locked door and safety.

"The technology to make sure you are safe is amazing. Knowing that it’s safe and if something goes wrong, someone is going to help you is a comfort."

  13. Campaign success as former cinema given listed statuspublished at 15:05 Greenwich Mean Time 30 November 2021

Rotherham’s former Regal Cinema could be saved from demolition following a successful campaign to have the 87-year-old building given Grade II listed status.

Plans to demolish the building on Corporation Street and build 45 flats were lodged with Rotherham Council in June.

Planning documents stated the developers had explored the option of converting the existing building, but this was not a "viable proposition".

Although the listing is no guarantee the building will not be demolished, developers will now need to demonstrate very special circumstances to do so.

Richard Gray, from the Cinema Theatre Association, said: "It’s one significant Art Deco building of the inter-war period. If you lose that, you’re losing a major part of your infrastructure and heritage."

The cinema opened on 22 December 1934 and became the Odeon in 1946. It was renamed the Scala in 1975.

It closed as a cinema in 1983 and became a Mecca Bingo Hall, which closed during the pandemic.

Simon Moss from Rotherham Council, said: "Following a request by the Theatre and Cinema Association, Historic England have decided the former cinema successfully fulfils the criteria for listing a building.

"Therefore, the Secretary of State for Digital, Culture, Media and Sport has decided to add it to the list of buildings of special architectural or historic interest as a Grade II listed building."

Jim Cardwell from Northern Powergrid told BBC Radio York: "For anyone who is still off and to anyone who has suffered disruption, we're really sorry and we really hope to get people back as soon as possible.

"In terms of Teeside and the Yorkshire Moors at its peak we had about 27,000 people affected by that - there's now just under 500 that are still off."

Mr Cardwell said the damage to the network is so serious some of it needs to be completely rebuilt.

He explained: "What we're doing to try and get people back on is to apply temporary fixes where we can."

Earlier, Rod Gardner, Northern Powergrid's major incident manager, said: "The impact from Storm Arwen has been one of the worst we've experienced in the last 20 years."
